I'd consider the main hook to be the fact the the insect pilot who unwittingly
destroyed Roman Britain civiliation is the disgraced fellow who has to land
a alien starship with broken landing engines in Lake Erie in 1937.

Smaller hooks might be from the interactions of the disgraced pilot with a land
of the Great Depression,with bankers foreclosing farms and with
WW2 just around the corner.If the starship had come down during a raging
storm and the War of the Worlds broadcast,its quite possible the
fellows arrival was passed by
Prologue: Introduction to Emii and Kazumi (How the found the wand) and what they do that leads to events of chapter 1

Chapter 1: Andres (or andy, whatever) finds Jetto falling into the roof from where is gaizing at the city of lights (Not paris, Tijuana XD).
Then hell breaks loose when he decides to take him to school, he then gets sent to a School in Japan due to the hell that broke loose because there was a student exchange program and Andy's papers fell insteid of some other guy's, he then finds the wand, Jetto gets it back, It is revealed to Kazumi that she was once a guy, she runs away, and then cue the bad guys that kidnap her.
Thus ending, chapter 1.
