Bill on the Governor's desk: Remove request threads

I think we want to avoid creating overly complex systems that require a lot of overhead. If this is to happen, it needs to be simple.

Having request subsections within the fetish subsections is a good idea, as per Clickme.

Re: clutter

This was the type of initial complaint that brought the request threads into existence and I don't think it has any validity. I know of other fora that are much more active than this one and handle requests in turn with a separate thread. The request is answered, the thread is buried by newer stuff, and everybody moves on.
